Dr. Thomas, an affiliate of Virginia Tech’s Agricultural, Leadership, and Community Education department.

He is a community education and development expert focused on educational program planning, program evaluation, and adaptive management for organizational learning and social change. 

He has significant experience working in Africa, beginning with his service as an environmental education volunteer with Peace Corps Gabon and currently he is the Chief of Party, ERA Senegal. He has also led numerous capacity building workshops and managed a variety of monitoring and evaluation programs across both East and West Africa. He is proficient in written and spoken French.

Tom is a recipient of the Michael Scriven Dissertation Award for Outstanding Contribution to Evaluation Theory, Method, or Practice for his dissertation on the politics of evidence in the “evidence-based” education movement. He received his PhD in Adult and Extension Education from Cornell University.
